Notice is given to the public, according to Chapter 10 of Title 129 - Nebraska Air Quality Regulations as amended September 28, 2022, that the Department is proposing to issue a Class I operating permit to Northern Natural Gas Company – Palmyra Compressor Station (FID#37514), for the operation of a natural gas compressor station (Standard Industrial Classification code 4922) located at 1170 North 10 Road in Palmyra, Otoe County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 13.44 tpy of Particulate Matter (PM), 13.44 tpy of PM ≤ 10 microns (PM 10), 13.44 tpy PM ≤ 2.5 microns (PM 2.5), 3.56 tpy Sulfur Dioxide, 3,138.11 tpy Oxides of Nitrogen, 311.27 tpy Carbon Monoxide, 85.48 tpy Volatile Organic Compounds, 37.72 tpy of Formaldehyde (largest quantity individual Hazardous Air Pollutant (HAP), 51.22 tpy total HAPs, and 194,892.62 tpy Greenhouse Gases CO 2 equivalents (CO 2 e).
Otoe County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Otoe County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The NDWEE proposes to issue a Class I operating permit with specific conditions, based on Title 129 and Federal Rules NSPS Subparts A, GG, and JJJJ; and NESHAP Subparts A, YYYY, ZZZZ, and DDDDD, which: Limits the combined NO x emissions from the combustion turbines, EU-27 and EU-28 to be less than 39 tons/year, limits the sulfur content of the fuel combusted by the turbines and requires monitoring of the fuel sulfur content, requires semi-annual NO x emissions monitoring of EU-29, requires that all combustion units meet the particulate matter and opacity limits of Title 129, Chapter 15, Section 001 and the sulfur oxide limit of Title 129, Chapter 16, Section 001, allows temporary replacement of engines and turbines that power compressors, and requires applicable recordkeeping and reporting to demonstrate compliance. Additionally, operation, monitoring, recordkeeping and reporting requirements for associated emission units in accordance with Federal Rules NSPS and NESHAP.
The proposed permit and supporting materials are available for inspection by the public Wednesday, March 11 th, 2026 through Thursday, April 9 th, 2026 at the office of the NDWEE, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.

Any such petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day comment period, unless the petitioner demonstrates that it was not practicable to raise such objection within such period.
