Summary

Illinois Governor signed HB5552 into law on April 9, 2026. The bill amends the School Code across multiple areas including State Board of Education functions, teacher supply and demand reporting, educator preparation and licensure, qualifications and testing, evaluation templates, charter school renewals, and provisions for students who are parents or victims of domestic or sexual violence. The bill also renames various funds and terms, repeals the Community Service Education Act, and makes conforming changes across multiple Acts.

What changed

HB5552 makes comprehensive amendments to the Illinois School Code affecting educator licensure, qualifications, testing exemptions, performance evaluations, charter school renewals, and student support provisions. The bill renames the Teacher Certificate Fee Revolving Fund to Teacher Licensure Fee Revolving Fund and updates terminology including 'foreign countries' to 'countries other than the United States' and 'ethnic school' to 'community-based heritage language school'. It also repeals the Community Service Education Act and makes conforming changes across multiple Acts.

Illinois schools, educators, and charter schools should prepare for updated compliance requirements under the amended School Code. Schools should review changes to educator licensure and testing requirements, charter renewal processes, and student parent/expectant parent provisions. School districts should update financial account references and terminology to align with the renamed funds and revised definitions.

What to do next

  1. Review HB5552 provisions for compliance with updated School Code requirements
  2. Update terminology and references to renamed funds and terms
  3. Monitor for Illinois State Board of Education guidance on implementation
