AU001588L, of Slippery Rock, Butler County, was levied a civil penalty of $1,000, was assessed the costs of investigation of $498.68, and received a public reprimand on their permanent record with the Board, because Huey failed to enter into a written contract with the owner or consignor of the property to be sold, containing the terms and conditions upon which the licensee or registrant agreed to conduct the sale. (3/9/26) Paul Miller, unlicensed, of Dunbar, Fayette County, was levied a civil penalty of $1,000, shall pay the costs of investigation of $567.37, and shall cease and desist from acting as a trading assistant and from operating a trading assistant company until obtaining licensure or registration from the Board, because Miller acted as a trading assistant without either first registering with or obtaining a license from the Board. BL053404, of Pittsburgh, Allegheny County, agreed to the permanent voluntary surrender of his license, because Deering was convicted of a misdemeanor which poses a substantial risk to the health and safety of his clients, and failed to provide written notice to the Board within 30 days of the conviction. BO433015, of Huntingdon Valley, Bucks County, was assessed a civil penalty of $500.00 and costs of investigation of $32.74, due to employing unlicensed individuals to perform barbering services. CY197193, of Philadelphia, Philadelphia County, was levied a $1000 civil penalty because the salon operated on a lapsed license. (02/10/26) Tahje N. Dukes, license no. Churchill is guilty of immoral or unprofessional conduct by continuing to practice while the Board-regulated practitioner's license or certificate has expired, is not registered, or is suspended or revoked. MD465273, of Pittsburgh, Allegheny County, was assessed a civil penalty of ($500.00) and a public reprimand was placed on his disciplinary record with the Board, because Schmidhofer had a license or other authorization to practice the profession revoked or suspended or having other disciplinary action taken, or an application for a license or other authorization refused, revoked, or suspended by a proper licensing authority of another state, territory, possession or country, or a branch of the Federal Government. MD4592581 of Malven, Chester County agreed to the voluntary surrender of his license to practice medicine and surgery, because Saeed was convicted of sexual assault and sexual abuse, and Saeed would pose a substantial risk to the health and safety of the Respondent's patients or clients or the public, or a substantial risk of further conviction. Khristine Marie Garcia Osorio, license No. BH002430, last known of Mechanicsburg, Cumberland County, had her license to practice as a behavior specialist indefinitely suspended retroactive to January 26, 2026 and was assessed costs of investigation of $565.00, for being unable to practice as a behavior specialist with reasonable skill and safety to patients and for violating a Board order. (03/19/26) Liana L. Bittner, license no. MD072729L, of Connellsville, Fayette County, was suspended for a period of 36 months to be immediately stayed in favor of probation; Bittner shall shall attend and successfully complete at least 30 hours of continuing medical education (CME) on the topic(s) of ethics, dispensing/prescribing of drugs, and medical record keeping; and Bittner was ordered to pay a civil penalty of $7,500. Calixte, license no MD475112 of Philadelphia, Philadelphia County agreed to the voluntary surrender of his medical physician and surgeon license, because Calixte, engaged in unprofessional conduct. (3/17/26) Sandeep Sagar, M.D., PA license no. MD459156, of Owensboro, Kentucky, had his medical physician and surgeon license indefinitely suspended retroactive to February 26, 2026, as a result of being disciplined by the proper licensing authority of another jurisdiction (Kentucky). (03/24/26) Richard Shunan Chang, License no. MD431629, last known of Santa Monica, California, had his license to practice medicine and surgery suspended for no less than one year retroactive to March 5, 2026, with suspension immediately stayed in favor of no less than one year of probation retroactive to March 5, 2026, and reprimanded because his license was disciplined by another proper licensing authority. MD439306, of Lakeport, California, had a public reprimand placed on his disciplinary record with the Pennsylvania Board, because Elkhoury's license to practice the profession was disciplined by a proper licensing authority of another state, territory, possession or country, or a branch of the Federal Government. MD480204 of Orono, Minnesota agreed to the voluntary surrender of his license to practice medicine and surgery, because Sonstegard had a license or other authorization to practice the profession disciplined by the proper licensing authority of another state. Franklin County Sarah Faust, notary ID number 1313194, of Chambersburg, Franklin County, had her commission as a notary public revoked, based on certifying birth certificate copies and her failure to maintain a complete and accurate journal of notarial acts. Respondent is subject to disciplinary action under the Revised Uniform Law on Notarial Acts, 57 Pa.C.S. § 323, in that Respondent lacks the honesty, integrity, competence, or reliability to hold the office of notary public. PN107238L, of Scranton, Lackawanna County, had her license suspended retroactive to July 1, 2025 for being unable to practice nursing with reasonable skill and safety to patients and as a result of her criminal conviction. (03/12/26) Lebanon County Emmalee Marie McKinney, RN, license No. RN575138, of Lebanon, Lebanon County, had her license and suspended for no less than three years, retroactive to June 5, 2025, because she violated a previous board order. RN166939L, of Hermitage, Mercer County, voluntarily surrendered her authorization to practice as a registered nurse because Markovich is unable to practice the profession with reasonable skill and safety to patients by reason of mental or physical illness or condition or physiological or psychological dependence upon alcohol, hallucinogenic or narcotic drugs or other drugs which tend to impair judgment or coordination.
