Commerce Control List CFR Correction
Summary
The Bureau of Industry and Security (BIS) is publishing a correction to the Code of Federal Regulations (CFR) regarding the Commerce Control List. This technical correction reinstates specific text related to the definition of crude and semi-fabricated forms of metals and alloys in Supplement No. 1 to Part 774.
What changed
This rule corrects an editorial or technical error in the most recent annual revision of the Code of Federal Regulations (CFR), specifically within Title 15, Parts 745 to 799, as revised on January 1, 2025. The correction reinstates specific text after entry 1B999 in Supplement No. 1 to Part 774, which details the Commerce Control List. The reinstated text clarifies the definitions of "crude forms" and "semi-fabricated forms" for metals and alloys, ensuring that the object of export controls is not circumvented by exporting non-listed forms that are essentially crude or semi-fabricated.
This is a technical correction to existing regulations and does not introduce new obligations or policy changes. Importers and exporters should be aware of this clarification to ensure accurate classification of materials. No specific compliance deadline is associated with this correction, as it clarifies existing definitions. The primary impact is on the precise interpretation and application of the Commerce Control List for metals and alloys.

Crude forms: Anodes, balls, bars (including notched bars and wire bars), billets, blocks, blooms, brickets, cakes, cathodes, crystals,
cubes, dice, grains, granules, ingots, lumps, pellets, pigs, powder, rondelles, shot, slabs, slugs, sponge, sticks;
Semi-fabricated forms (whether or not coated, plated, drilled or punched):
a. Wrought or worked materials fabricated by rolling, drawing, extruding, forging, impact extruding, pressing, graining, atomizing,
and grinding, i.e.: angles, channels, circles, discs, dust, flakes, foils and leaf, forging, plate, powder, pressings and stampings, ribbons,
rings, rods (including bare welding rods, wire rods, and rolled wire), sections, shapes, sheets, strip, pipe and tubes (including
