ACF Withdraws Direct Final Rule on Name Change
Summary
The Administration for Children and Families (ACF) is withdrawing a direct final rule that made technical updates to Title 45 Code of Federal Regulations (CFR) Chapter III. The rule is being withdrawn because the agency received significant adverse comments.
What changed
The Administration for Children and Families (ACF) has officially withdrawn a direct final rule that was published on December 31, 2024. This rule aimed to make technical updates and rename the child support program within 45 CFR Chapter III. The withdrawal is effective April 23, 2025, and is a direct result of the agency receiving significant adverse comments during the comment period, which closed on March 31, 2025.
This withdrawal means the proposed technical updates and name changes will not be implemented as initially planned. Regulated entities that were preparing to comply with these changes should revert to the previous regulations. No immediate action is required from regulated entities, as the rule is being removed, but they should be aware that the ACF may issue further guidance or a revised rulemaking in the future.
