Florida Hazardous Waste Program Revisions Authorized by EPA
Summary
The EPA is proposing to authorize revisions to Florida's hazardous waste management program. This action would allow Florida to implement and enforce these revised program elements under the Resource Conservation and Recovery Act (RCRA). The public comment period for this proposed rule closes on April 27, 2026.
What changed
The Environmental Protection Agency (EPA) has published a proposed rule to authorize revisions to Florida's hazardous waste management program. This authorization is a key step under the Resource Conservation and Recovery Act (RCRA), allowing the state to implement and enforce its updated program. The specific revisions being proposed for authorization are detailed within the document, and this action signifies a shift in regulatory oversight for hazardous waste management within Florida.
This proposed rule is open for public comment until April 27, 2026. Regulated entities operating in Florida, particularly those involved in hazardous waste management, should review the proposed revisions to understand any potential impacts on their operations. Compliance officers should prepare to submit comments if they identify any concerns or have suggestions regarding the proposed authorization. Failure to comment may result in the state's revised program being implemented without stakeholder input.
What to do next
- Review proposed revisions to Florida's hazardous waste management program.
- Submit comments to the EPA by April 27, 2026, if necessary.

SUPPLEMENTARY INFORMATION:
This document proposes to take action on Florida's changes to its hazardous waste management program under the Resource Conservation and Recovery Act (RCRA), as amended. We have published a final action authorizing these changes in the “Rules and Regulations” section of this Federal Register because we view this as a noncontroversial action and anticipate no adverse comment. If we receive no adverse comment, we will not take further action on this proposed rule. If we receive adverse comment, we will either publish a withdrawal notification promptly in the Federal Register informing the public that the final action will not take effect, or we will publish a notification containing a response to comments that either reverses the decision or affirms that the final action will take effect. In the event that the final action is withdrawn, we would address all public comments and make a final decision on authorization in a subsequent final action.
We do not intend to institute a second comment period on this action. Any ( printed page 14674) parties interested in commenting must do so at this time. For further information, please see the information provided in the ADDRESSES section of this document.
