ORES Announces Virtual Oral Argument Regarding Fort Edward Solar, LLC
ALBANY —The New York State Department of Public Service announced the Office of Renewable Energy Siting and Electric Transmission (ORES) will hold a virtual Oral Argument before Executive Director Zeryai Hagos on Thursday, March 26, 2026 at 12:30 p.m. regarding appeals from the December 11, 2025 Ruling of the Administrative Law Judges on Issues and Party Status, and Order of Disposition in the above referenced proceeding (Matter No. 23-03023).
Pursuant to 16 NYCRR 1100-8.3(b)(1), Director Hagos has determined that oral argument is necessary to develop the record on appellant / party-status petitioner Grassland Bird Trust’s appeal issue II.E (see DMM Item No. 103, at 20). PLEASE TAKE NOTICE THAT oral argument is scheduled to be held before Director Hagos and the Chief Administrative Law Judge. The oral argument will be conducted electronically through the Webex Webinars electronic webinar platform and by telephone. Parties to the oral argument include appellants / party-status petitioners Grassland Bird Trust, Inc., and American Land Rescue Fund, Inc., applicant Fort Edward Solar, LLC, and staff of the Office of Renewable Energy Siting and Electric Transmission. All affected state agencies, municipalities, and local agencies are also invited to participate in the oral argument. All participants, affected state agencies, municipalities, and local agencies interested in participating in the oral argument must register with the Chief Administrative Law Judge by email or telephone no later than 4:00 p.m. on Wednesday, March 25, 2026.

This option is for members of the public who would like to attend and observe the oral argument by logging into the argument electronically. Members of the public will not be able to comment during the oral argument, but can submit public comment as outlined on the Department’s website: https://dps.ny.gov/how-post-comments-and-receive-updates-psc-cases.
Participants must pre-register by 4:30 p.m. on Wednesday, March 25, 2026, by visiting: https://meetny-gov.webex.com/weblink/register/r1e032f1c1394a40aa89a3bb9f5822491, clicking the “Register” button, and then providing all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the oral argument.
When logging into the oral argument on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants opt to have the system “call me” or “call using computer.” The “call me” option will require that participants enter their phone numbers.
