PSC Sets Local Public Hearing Schedule for Liberty CCN Request JEFFERSON CITY, Mo.--- The Missouri Public Service Commission (“PSC”) is announcing a virtual local public hearing on April 16, 2026, to receive customer comments in a request for a Certificate of Convenience and Necessity (“CCN”) from Empire District Electric Company d/b/a Liberty.

On October 24, 2025, Liberty filed an Application for a CCN to construct a 250-megawatt (“MW”) combustion turbine generator on land it currently owns, known as the State Line Power Station. Liberty anticipates that construction will begin in late 2028 or early 2029 and that the new unit will be available for service in the second quarter of 2030.
