SUMMARY:

The U.S. Nuclear Regulatory Commission (NRC) has recently submitted a request for renewal of an existing collection of information
to the Office of Management and Budget (OMB) for review. The information collection is entitled, NRC Form 754, “Armed Security
Personnel Firearms Background Check.”

DATES:

Submit comments by April 24, 2026. Comments received after this date will be considered if it is practical to do so, but the
Commission is able to ensure consideration only for comments received on or before this date.

II. Background

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the NRC recently submitted a request for
renewal of an existing collection of information to OMB for review entitled, NRC Form 754, “Armed Security Personnel Firearms
Background Check.” The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person
is not required to respond to, a collection of information unless it displays a currently valid OMB control number.

The NRC published a
Federal Register
notice with a 60-day comment period on this information collection on December 23, 2025, 90 FR 60131.

1. The title of the information collection: NRC Form 754, “Armed Security Personnel Firearms Background Check.”

2. OMB approval number: 3150-0204.

3. Type of submission: Extension.

4. The form number, if applicable: NRC Form 754.

5. How often the collection is required or requested: Once every 5 years.

6. Who will be required or asked to respond: Licensees who apply for Section 161A authority.

7. The estimated number of annual responses: 360.

8. The estimated number of annual respondents: 6.

9. The estimated number of hours needed annually to comply with the information collection requirement or request: 840 hours.

10. Abstract: Current NRC security regulations include security requirements pertaining to nuclear power reactors and Category I Strategic
    Special Nuclear Material (SSNM) facilities for access to enhanced weapons and firearms background

    checks. NRC Form 754 collects the information required to perform the necessary firearms background checks. The background
    check uses the person's fingerprints and other identifying information and is performed under the Federal Bureau of Investigation's
    National Instant Criminal Background Check System to determine if an individual is prohibited under Federal or State law from
    possessing or receiving firearms. Licensees submit NRC Form 754 for all security personnel protecting Commission designated
    facilities, radioactive material, or other property whose duties require them to have access to these weapons.
