TTS-W-26-02 NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE NOTICE OF MODIFIED PROCEDURE ORDER NO. 36973 On February 19, 2026, Teton Water and Sewer Company, LLC (“Company”) applied to the Idaho Public Utilities Commission (“Commission”) requesting to revise Rate Schedule No. 2, Non-Recurring Fees and Charges (“Schedule No. 2”). The Company requested a March 1, 2026 effective date. With this Order we issue notice of the Company’s Application, suspend the Company’s proposed effective date, and set public comment and Company reply deadlines. YOU ARE HEREBY NOTIFIED that the Company proposes to increase the Hookup Charge from $600 plus incremental costs to a single flat charge of $2,913. Application at 1. YOU ARE FURTHER NOTIFIED that the Company proposes to modify the language of Schedule No. 2 to include: 1. “Installation of the meter vault, service line, fittings, and related appurtenances located at the curb stop are performed by the customer’s contractor, and not by the Company.” 2. “The Company’s role in a standard new service connection is limited to: inspection of customer-installed facilities prior to backfilling; pressure testing to verify the absence of leaks; and installation and activation of the water meter.”

YOU ARE FURTHER NOTIFIED that the Company believes the proposed updates to Schedule No. 2 are necessary to provide greater transparency between the Company and its customers. Id. at 2. SUSPENSION OF PROPOSED EFFECTIVE DATE The Company filed its Application on February 19, 2026, proposing a March 1, 2026, effective date. The Commission finds that the Company’s proposed effective date does not provide adequate time for Commission Staff (“Staff”), and interested persons, to evaluate the Company’s proposal. Pursuant to Idaho Code § 61-622, the Commission suspends the proposed changes for thirty (30) days and five (5) months or until the Commission enters an order accepting, rejecting, or modifying the proposed rate increases. YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission’s Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. IT IS FURTHER ORDERED that the Company’s proposed effective date of March 1, 2026, for its proposed update to Schedule No. 2 is suspended for thirty (30) days plus five (5) months or until the Commission enters an earlier order accepting, rejecting, or modifying the proposed rate increases. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022.
