Summary

The Federal Energy Regulatory Commission (FERC) is soliciting comments on NorthWestern Corporation's application to amend the license for the Thompson Falls Hydroelectric Project. The proposed amendment involves replacing a turbine to increase the project's installed capacity by 1.91 MW.

What changed

FERC has received a non-capacity amendment application from NorthWestern Corporation for the Thompson Falls Hydroelectric Project (Project No. 1869-067) located on the Clark Fork River in Sanders County, Montana. The applicant seeks approval to replace an older turbine with a new, more efficient one, which is expected to increase the project's installed capacity from 92.37 MW to 94.28 MW and slightly increase hydraulic capacity. This filing is pursuant to the Federal Power Act.

FERC is soliciting comments, protests, and motions to intervene from interested parties, including federal, state, local, and Tribal agencies. The deadline for submissions is April 16, 2026. Cooperating agencies are reminded that they cannot also intervene. Parties are encouraged to file electronically via FERC's eFiling system or eComment system. Paper submissions must be addressed to the Secretary of FERC, with the docket number P-1869-067 clearly indicated on the first page of any filing.

with a new and more efficient American Hydro Vertical Francis turbine. The proposed scope of work for Unit 6 includes complete
turbine replacement and generator stator rewind. The applicant expects the turbine replacement to result in an increase of
1.91 megawatts (MW) to the total installed capacity of the unit, increasing the project's authorized installed capacity from
92.37 MW to 94.28 MW. The applicant states that the hydraulic capacity would increase from 23,252 cubic feet-per-second (cfs)
to 23,350 cfs. The applicant states the hydraulic throughput change that would result from the new turbine is de minimis and would not cause any change in the operation of the units or have quantifiable environmental effects.
