What changed

The Public Service Commission of Kentucky has approved Millennium Energy's Gas Cost Recovery (GCR) rate report, establishing a new GCR rate of $2.6431 per Mcf, effective April 1, 2026. This rate reflects a decrease of $0.7842 per Mcf from the prior rate, based on revised Expected Gas Cost (EGC) and Actual Adjustment (AA) components. The Commission found the proposed rates to be just and reasonable after reviewing Millennium's purchasing practices as mandated by KRS 278.274.

Millennium Energy must now submit all received invoices along with its monthly usage reports for each month of the reporting period in its future GCR rate reports. Additionally, if Millennium purchases sustainable gas from a renewable source, this must be documented in its cover letter to the Commission. Millennium is also required to file revised tariff sheets reflecting these approved rates within 20 days of the order's service date.

What to do next

  1. File revised tariff sheets reflecting the approved GCR rate within 20 days of the order's service date.
  2. Submit all received invoices and monthly usage reports with future GCR rate filings.
  3. Document any sustainable/renewable gas purchases, supplier, cost, and amount in the cover letter for future GCR reports.

COMMONWEALTH OF KENTUCKY BEFORE THE PUBLIC SERVICE COMMISSION In the Matter of:

O R D E R On February 25, 2026, Millennium Energy, Inc. (Millennium) filed its proposed Gas Cost Recovery (GCR) rate report to be effective April 1, 2026. Millennium’s previous GCR rate was approved in Case No. 2025-00377. 1 LEGAL STANDARD

The Commission’s standard of review for GCR rates is well settled as stated in

KRS 278.274(1): In determining whether proposed natural gas utility rates are just and reasonable, the commission shall review the utility's gas purchasing practices. The commission may disallow any costs or rates which are deemed to result from imprudent purchasing practices on the part of the utility. Further, the utility has the burden to prove the rates are just and reasonable and

the Commission may reduce the purchased gas component of the utility’s rates, or the

rates charged by an affiliated company to the extent the amount is deemed to be unjust or unreasonable. 2

DISCUSSION After reviewing the record in this case and being otherwise sufficiently advised, the

Commission finds that Millennium’s report includes revised rates designed to pass on to

its customers its expected change in gas costs. Millennium’s report sets out an Expected Gas Cost (EGC) of $2.9386 per Mcf, which is a decrease of $0.9051 per Mcf from its previous EGC of $3.8437 per Mcf. Millennium’s report sets out no supplier Refund

Adjustment. Millennium’s Report sets out a current quarter Actual Adjustment (AA) of

$0.0544 per Mcf. Millennium’s total AA is ($0.2686) per Mcf, which is an increase of $0.1051 per Mcf from the previous total AA of ($0.3737) per Mcf. Millennium’s report sets out a current quarter BA of $0.0055 per Mcf. Millennium’s total BA is ($0.0269) per Mcf, which is an increase of $0.0158 per Mcf from its previous total BA of ($0.0427) per Mcf. Based on the calculations above, the Commission finds that Millennium’s GCR rate is $2.6431 per Mcf, which is a decrease of $0.7842 per Mcf from its previous GCR rate of $3.4273 per Mcf, to be reasonable. The Commission finds that the inputs, resulting

components and calculation of Millennium’s proposed GCR rate of $2.6431 per Mcf to be

reasonable. The Commission further finds that the rates set forth in the Appendix to this Order are fair, just and reasonable and should be approved for service rendered by Millennium on or after April 1, 2026. For the purpose of transparency and to maintain a record of information for future use, the Commission finds that Millennium shall submit all invoices it receives along with its monthly usage reports for each month of the reporting period when it files its future GCR rate reports.
