Summary

Idaho Power Company filed an application with the Idaho Public Utilities Commission requesting Certificates of Public Convenience and Necessity for two natural gas power plants: South Hills (222 MW, targeting June 2029) and Peregrine (430 MW, targeting June 2030). The company also seeks an associated accounting order for Allowance for Funds Used During Construction. Interested parties have until May 6, 2026 to intervene in the proceeding.

What changed

Idaho Power Company applied to the Idaho Public Utilities Commission on March 10, 2026 for CPCNs to construct two natural gas power plants totaling 652 MW of new generation capacity. South Hills will consist of twelve natural gas-fueled reciprocating engines providing up to 222 MW, with commercial operation targeted for June 1, 2029. Peregrine will use simple cycle combustion turbine technology to provide 430 MW, targeting June 1, 2030. The company states these facilities address identified capacity deficits of 236 MW in 2029 and 352 MW in 2030, and represents them as the least-cost, least-risk resource alternatives following an RFP process.

Parties wishing to intervene in this proceeding must file their intervention petitions by May 6, 2026. No compliance deadlines or penalties are established by this notice itself. This is a procedural notice initiating the regulatory review process for the proposed facilities; any substantive requirements would emerge from the Commission's eventual order on the application.

What to do next

  1. Determine whether organizational interests are affected by Idaho Power's CPCN applications for South Hills and Peregrine power plants
  2. File intervention petition with the Idaho PUC by May 6, 2026 to participate in the proceeding
  3. If intervening, prepare and submit comments addressing the proposed facilities' necessity, cost-effectiveness, and alignment with the company's Integrated Resource Plan

The Commission now issues this Notice of Application and Notice of Intervention setting deadlines for interested persons to intervene.

YOU ARE HEREBY NOTIFIED that the Company represents that South Hills is a benchmark resource, that will consist of "twelve, fast-ramping, natural gas-fueled reciprocating engines," that will provide up to 222 MW of generation. Application at 10. The Company represents South Hills' commercial operation date is June 1, 2029. Id. YOU ARE FURTHER NOTIFIED that the Company represents that Peregrine will provide 430 MW of nameplate generation and the Company will use "H Frame simple cycle combustion turbine technology" at the plant. Id. The Company represents that Peregrine is accessible from a public road and is located near existing electric and natural gas infrastructure.

Id. The Company represents Peregrine's commercial operation date is June 1, 2030. Id.

Id. at 10. YOU ARE FURTHER NOTIFIED that the Company represents it is requesting the Commission authorize its accrual of AFUDC funds because its expenditure for the Peregrine turbines and upcoming expenditure for the South Hills engines are evidence of: (1) capital expenditures; and (2) that procurement is required to begin constructing the projects, which aligns with the Federal Energy Regulatory Commission's guidance on when AFUDC can start to accrue.
