What changed
The Idaho Public Utilities Commission issued Certificate No. 567 on April 7, 2026, authorizing Idaho Power Company to expand the Bennett Mountain Power Plant near Mountain Home, Idaho with a new natural gas-fueled generation facility of up to 167 megawatts. This certificate of public convenience and necessity is predicated on Order No. 36958 issued March 10, 2026, and grants Idaho Power the rights and privileges associated with the project.
Affected parties including energy developers, regional transmission organizations, and ratepayers should monitor for subsequent rate proceedings as the capital costs of this gas expansion will be reflected in customer rates. Environmental stakeholders should be aware that this project represents additional natural gas generation capacity in Idaho's energy portfolio through 2028.
What to do next
- Verify project timeline aligns with 2028 capacity requirements
- Ensure compliance with certificate conditions for natural gas facility construction
- Update generation capacity forecasts for regulatory reporting
