FERC-1005 Credit Sharing Extension Request
Summary
The Federal Energy Regulatory Commission published a Notice requesting public comments on extending FERC-1005 (Credit Related Information Sharing Between RTOs/ISOs) for three years. The Commission proposes no changes to ongoing reporting requirements but is removing burden associated with a completed one-time information collection from the 2023 Final Rule (Docket No. RM22-13-000). Comments are due June 1, 2026.
What changed
FERC published a Notice in Docket No. IC26-28-000 extending the FERC-1005 information collection (OMB Control No. 1902-0325) for three years with no changes to ongoing credit-related information sharing requirements between RTOs/ISOs. The 2023 Final Rule in Docket No. RM22-13-000 revised 18 CFR 35.47 to permit RTOs/ISOs to share credit-related information to reduce liquidity failure risks; RTOs/ISOs have already updated their tariff provisions for this purpose. The Commission is removing the completed one-time collection burden associated with that tariff update process.
Stakeholders, particularly RTOs/ISOs and market participants, should review the Notice and submit comments by June 1, 2026. No new compliance obligations are being imposed; this is a routine renewal of existing requirements. Entities may file comments via email to DataClearance@FERC.gov or through the elibrary system.
What to do next

SUPPLEMENTARY INFORMATION:
Title: Credit Related Information Sharing Between RTOs/ISOs.
OMB Control No.: 1902-0325.
Type of Request: Three-year extension of the FERC-1005 information collection requirements with no changes to the on-going reporting requirements.
Abstract: In 2023, FERC issued the Final Rule in Docket No. RM22-13-000 discussing the need for RTOs/ISOs to share credit related information with each other. The credit-related information sharing is intended to reduce the risk of liquidity failures amongst utilities. As described in the Final Rule, the Commission revised section 35.47 of Title 18 of the Code of Federal Regulations to permit credit-related information sharing between organized wholesale electric markets. The rule does not create an information collection that is submitted to FERC, rather it permits the ability to share information between RTOs/ISOs and directs RTOs/ISOs to update their tariff provisions to include processes and procedures to do so. At that time RTOs/ISOs were required to update their tariff provisions to enable credit-related information sharing. This process has been completed, which is why the Commission is removing the burden related to this action. The remaining burden is associated with facilitating the information sharing between entities in accordance with each RTO's/ISO's processes and procedures. ( printed page 15992)
Type of Respondents: RTOs/ISOs.
