Summary

Spain and Ireland signed a Memorandum of Understanding (MoU) on 23 April 2026 establishing a three-year (extendable) cooperation framework for studying the technical and economic viability of a future electrical interconnection between the two countries. The MoU aims to contribute to the development of the European internal electricity market, support decarbonisation objectives, enhance energy security, and integrate renewable energy for the benefit of consumers. The two countries will pursue a gradual decision-making approach with phases and milestones, with transmission system operators (TSOs) to collaborate first on determining interconnection potential and costs.

What changed

Spain's Ministry for Ecological Transition and Demographic Challenge (MITECO) and Ireland's Ministry of Climate, Energy and the Environment signed a Memorandum of Understanding (MoU) on 23 April 2026 establishing a three-year cooperation framework for a future electrical interconnection. The MoU provides an initial framework for joint activities focused on determining technical and economic feasibility, with the goal of potentially including the project in the European Ten-Year Network Development Plan (TYNDP). The cooperation follows a phased approach: first TSO collaboration on potential assessment, then consideration of a joint TYNDP proposal, and if viable, a more detailed project proposal.

Affected parties include electricity transmission system operators (TSOs) in both countries, who will collaborate to assess interconnection potential, costs, and technical challenges. Energy companies operating in Spain and Ireland should monitor this development as it may affect future grid infrastructure investments and cross-border electricity trade arrangements within the European market.
