Summary

The Department of Energy (DOE) published a notice regarding Clean Energy Future—Trumbull, LLC's coal capability self-certification filing. Trumbull, LLC, owner of a new baseload electric generating powerplant in Lordstown, OH, certified its capability to use coal or another alternate fuel as required by the Powerplant and Industrial Fuel Use Act of 1978.

What changed

The Department of Energy (DOE) has issued a notice of filing for a coal capability self-certification submitted by Clean Energy Future—Trumbull, LLC (Trumbull). Trumbull, the owner and operator of the Trumbull Energy Center, a new baseload electric generating powerplant with a design capacity of approximately 940 megawatts, filed this certification on October 14, 2025. The filing, made pursuant to Section 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA) and DOE regulations, confirms the powerplant's capability to use coal or another alternate fuel, as required for new baseload electric generating powerplants to use natural gas or petroleum as their primary energy source.

This notice serves to inform the public of Trumbull's compliance with FUA requirements. The certification establishes compliance with FUA section 201(a) as of the date it was filed with the Secretary. Regulated entities, particularly new baseload electric generating powerplants intending to use natural gas or petroleum, must ensure they have the capability to use coal or another alternate fuel and file the appropriate self-certification with the DOE prior to construction or operation. While this specific filing is a notice of an existing certification, it underscores the ongoing regulatory obligation under FUA for such facilities.
