DOE Notice of PowerSouth Energy Cooperative Coal Capability Certification
Summary
The Department of Energy (DOE) published a notice regarding PowerSouth Energy Cooperative's filing of a coal capability self-certification for its Lowman Energy Center. This filing, made on April 21, 2022, is required under the Powerplant and Industrial Fuel Use Act of 1978 for new baseload electric generating powerplants.
What changed
The Department of Energy (DOE) has published a notice of filing for a coal capability self-certification submitted by PowerSouth Energy Cooperative for its Lowman Energy Center. The certification, filed on April 21, 2022, confirms that the new baseload electric generating powerplant, designed with a capacity of 688 megawatts and intended to use natural gas as its primary fuel, has the capability to use coal or another alternate fuel as required by Section 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA).
This notice serves to inform the public of PowerSouth's compliance with FUA requirements. Regulated entities, particularly those in the energy sector planning new baseload powerplants, should be aware of the FUA's provisions regarding alternate fuel capability and the self-certification process. While this specific filing is a notice of an existing certification, it highlights ongoing regulatory oversight by the DOE in this area. No immediate action is required from other entities based on this notice, but it serves as a reminder of FUA compliance obligations.
