The declaration, made during a meeting between Sudan's Minister of Education and the UNESCO Sudan delegation, positions TVET expansion as a central pillar of Sudan's Transitional Education Plan (TEP 2025–2027). UNESCO reaffirmed its commitment to supporting Sudan's education sector, including capacity-building for educators in e-learning and education in emergencies, and handed over Education Management Information System (EMIS) hardware, Monitoring and Evaluation equipment, and remote training and conferencing equipment funded by the Global Partnership for Education.

Affected parties include Sudan's education sector stakeholders, development partners, and the approximately 100% of Sudanese youth targeted for skills development under the TEP. International organizations and donors aligned with SDG 4 (Quality Education) and SDG 8 (Decent Work and Economic Growth) may reference this declaration when programming education investments in Sudan. The declaration does not impose regulatory obligations on private entities but signals Sudan's policy direction for technical and vocational education reform.
