What changed
The California Department of Education has published a summary of technical changes to the SACS Web financial reporting system for the 2026–27 budget period. Key changes include: removal of obsolete Regional Occupational Center/Program (ROC/P) transfer codes (Resource 6360) from multiple line items on Form 01; consolidation of ESSA-related resources 3180 and 4128 into the All Other Federal Revenue category; expansion of the Insurance object code range from 5400–5450 to 5400–5499; and expansion of the Professional/Consulting Services object code from 5800 to 5800–5899. Form CC (Workers' Compensation Certification) has been redesigned to meet accessibility standards, and its Excel export has been discontinued. Reserve standard calculations on Forms 01CS and MYP have been adjusted based on prior-year statutory COLA.
Local educational agencies (LEAs) using the SACS Web system for budget reporting should update their templates and validation procedures to reflect the new account code structures. County offices of education and joint powers agencies should verify their reserve level calculations reflect the COLA-adjusted thresholds. Users currently relying on the Excel version of Form CC must transition to the redesigned form interface.
