Summary

The Department of Education is seeking public comment on a new Information Collection Request (ICR) related to the certification of State Workforce Pell Programs. This new collection is necessitated by recent legislative changes impacting Federal Pell Grants for eligible workforce programs.

What changed

The Department of Education has issued a notice seeking public comment on a new Information Collection Request (ICR) concerning the certification of State Workforce Pell Programs. This initiative stems from the 'One Big Beautiful Bill Act' (OBBBA), which established new criteria for Pell Grant eligibility for workforce programs, requiring state certification. The proposed ICR aims to develop a form for states to certify institutional eligibility, offering an optional but standardized method for reporting required information.

This notice is a consultation, and interested parties are invited to submit comments by May 19, 2026. The Department is particularly interested in feedback regarding the necessity of the collection, the accuracy of burden estimates (currently 100 annual responses and 1,600 burden hours), and potential enhancements to clarity and utility. Compliance officers should review the proposed collection and consider submitting comments to influence the final form and reporting requirements, especially concerning the new certification process for workforce programs.

What to do next

  1. Review the proposed information collection request for State Workforce Pell Program Certification.
  2. Submit comments on the necessity, utility, and burden of the collection by May 19, 2026.

Title of Collection: State Workforce Pell Program Certification.

OMB Control Number: 1845-NEW.

Type of Review: A new ICR.

Respondents/Affected Public: State, Local, and Tribal Governments.

Total Estimated Number of Annual Responses: 100.

Total Estimated Number of Annual Burden Hours: 1,600.

Abstract: The One Big Beautiful Bill Act (OBBBA) signed into law on July 4, 2025, made statutory changes to Federal Pell Grants that
impact regulatory requirements in this information collection. Section 83002(b) of the OBBB established a new academic program
in which eligible students could receive Pell Grants. Programs must meet several criteria to become eligible workforce programs,
including certification from their State Governor. This is a request for a new information collection to develop a form for
States

to certify an institution's eligibility for eligible workforce programs. This would be an optional form which includes the
required elements and is being offered for ease of requirements for State reported information.

Ross Santy, Chief Data Officer, Office of Planning, Evaluation and Policy Development. [FR Doc. 2026-05528 Filed 3-19-26; 8:45 am] BILLING CODE 4000-01-P
