What changed
ICE announced the arrest of Jose Gustavo Angulo Bernal, a Mexican national and foreign fugitive wanted for homicide in Sinaloa, Mexico. Angulo Bernal allegedly participated in the murder of a woman alongside two accomplices on November 1, 2018, in the town of El Tamarindo, Sinaloa. He entered the United States at an unknown date and time without authorization. ICE officers established surveillance at a Lake Havasu City, Arizona residence before taking him into custody on March 31, 2026.
This arrest represents an immigration enforcement action targeting a non-citizen with foreign criminal charges rather than a U.S. criminal conviction. The announcement highlights that foreign crimes are not counted in ICE statistics regarding criminal arrests, suggesting a policy distinction in how the agency categorizes criminal aliens. Affected parties include foreign nationals with outstanding warrants who may be subject to arrest and removal proceedings.

Meet One of the Media’s ‘Non-Criminals’: ICE Arrests Foreign Fugitive Wanted for Killing a Woman in Sinaloa, Mexico
Release Date: April 8, 2026
Nearly 70% of ICE arrests have been of criminal illegal aliens convicted or charged with a crime in the U.S.—those who committed crimes in foreign countries are not counted in that statistic
WASHINGTON — Today, U.S. Immigration and Customs Enforcement (ICE) officers announced the arrest of Jose Gustavo Angulo Bernal, a foreign fugitive wanted in Sinaloa, Mexico, on homicide charges.
Angulo Bernal is accused of participating in the murder of a woman alongside two other accomplices on November 1, 2018. The trio allegedly dumped her body in the town of El Tamarindo, Sinaloa after killing her. Angulo Bernal then entered the United States at an unknown date and time. He is not reported to have any other criminal history in the U.S.

On March 31, at about 5 a.m., ICE officers established surveillance at a residence in Lake Havasu City, Arizona. At 5:50 a.m., officers observed Angulo Bernal entering a vehicle registered in his name and conducted a targeted vehicle stop, where Angulo Bernal was positively identified through his Mexican identification card and prior immigration photographs. He was arrested without incident and transported to the ICE Phoenix field office for processing.
“ Thanks to ICE law enforcement, this monster wanted for murdering a woman in Mexico is off our streets. Jose Gustavo Angulo Bernal is a *cold-blooded killer** and an example of who the media often refer to as a ‘non-criminals,’ because they only have heinous convictions in their home country,”* said Acting Assistant Secretary Lauren Bis. “Nearly 70% of ICE arrests have been convicted or charged with a crime in the United States. The actual arrests of public safety threats and criminals is much higher. From foreign fugitives, gang members, and terrorists, ICE is getting the worst of the worst off our streets and out of our country.”
Angulo Bernal will remain in ICE custody pending the outcome of his immigration proceedings.
