Summary
The Hellenic Data Protection Authority (HDPA) is participating in the European Data Protection Board's (EDPB) 2026 Coordinated Enforcement Action (CEF) focused on transparency and data subject rights under GDPR. This initiative involves 25 DPAs across Europe assessing controllers' compliance, with findings to be aggregated into a consolidated report.
What changed
The European Data Protection Board (EDPB) has launched a coordinated enforcement action for 2026, focusing on controllers' compliance with transparency and information obligations towards data subjects under the General Data Protection Regulation (GDPR). This initiative, involving 25 Data Protection Authorities (DPAs) across Europe, will include formal investigations and fact-finding exercises targeting controllers from various sectors. The Hellenic DPA will specifically address controllers belonging to large public sector organizations.
Participating DPAs will share their findings in the latter half of 2026, leading to a consolidated report adopted by the EDPB. This action aims to streamline enforcement and enhance cooperation among DPAs, providing deeper insights into compliance with GDPR transparency requirements. Regulated entities, particularly large public sector organizations in Greece, should anticipate potential contact from the HDPA for investigations or fact-finding exercises related to their transparency obligations.
What to do next
- Review and ensure compliance with GDPR transparency and information obligations.
- Prepare for potential investigations or fact-finding exercises from national DPAs.

Protocol number 1278 The Hellenic Data Protection Authority (HDPA) is participating in the European Data Protection Board (EDPB) Coordinated Enforcement Action for 2026, focusing on controllers’ compliance with transparency and information obligations towards data subjects under the General Data Protection Regulation (GDPR). This coordinated action constitutes a key activity of the EDPB within the framework of its 2024–2027 strategy, aiming to streamline enforcement and enhance cooperation among Data Protection Authorities (DPAs).
During 2026, 25 Data Protection Authorities (DPAs) across Europe will take part in this initiative, assessing whether controllers comply with the transparency obligations laid down in the GDPR.
Participating DPAs will sοοn contact controllers from various sectors across Europe, either by launching formal investigations or within the context of fact-finding exercises. In the case of fact-finding exercises, DPAs may decide at a later stage to undertake additional follow-up actions, if needed.
In the second half of the year, participating DPAs will share and discuss their findings together, with a view to aggregate the results of their national actions and generate deeper insight into the topic. A consolidated report will then be drafted and submitted for adoption by the EDPB, allowing for targeted follow-ups on both national and EU levels.
The Hellenic DPA, in the context of its participation in this coordinated action, will address controllers that belong to large public sector organizations.
