What changed

Pennsylvania Attorney General has filed criminal charges against two Sharon Hill Police Department officers in Delaware County for corrupt conduct related to a drug dealer. Vincent Procopio, a detective, is charged with possession with intent to deliver, bribery, and tampering with physical evidence for providing confidential law enforcement information in exchange for cocaine. Domenic Dellabarba, a patrolman, is charged with obstructing administration of law for warning the dealer about active warrants while they were under investigation. All defendants are presumed innocent until proven guilty.

Law enforcement agencies in Pennsylvania and similar jurisdictions should treat this as a reminder of heightened enforcement risk for public corruption. Public corruption charges carry serious professional and legal consequences and may invite broader scrutiny of departmental information controls and officer conduct policies.

HARRISBURG — Attorney General Dave Sunday announced charges against two Delaware County police officers for assisting a known drug dealer by providing confidential law enforcement information.

Vincent Procopio, a detective with Sharon Hill Police Department, and Domenic Dellabarba, a patrolman with the same department, are each charged with various offenses for their respective conduct in connection with the drug dealer.

Procopio is charged with possession with intent to deliver for acting as an accomplice to the drug-dealing. He is also charged with bribery, tampering with physical evidence, and other offenses related to Procopio’s assisting the drug dealer in exchange for cocaine.

Dellabarba is charged with obstructing administration of the law, and other offenses.

Charges were filed Thursday morning, and arraignments are pending.

“The actions of these sworn officers were betrayals of the community and of their fellow officers, who abided by their sworn oaths to protect and serve,” Attorney General Sunday said. “These selfish, criminal acts also stain the reputations of many public servants who make sacrifices for their communities every day across the Commonwealth.”

Among the conduct leading to charges, Procopio informed the dealer of any known investigations into their activities, and if any of the dealer’s acquaintances were working with law enforcement.

Dellabarba assisted the dealer after it was known the dealer was under investigation, including informing the dealer if they had any active warrants.

The drug dealer is not being identified as they have provided information to law enforcement. They are facing criminal charges.

The cases were referred to the Office of Attorney General by the Delaware County District Attorney’s Office. They will be prosecuted by Senior Deputy Attorney General John Hamme of the Public Corruption Section.

The investigation is ongoing.

Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
