During his visit to Conakry, ICC Deputy Prosecutor Mame Mandiaye Niang met with authorities and partners to promote an efficient and sustainable justice. ©ICC-CPI The Deputy Prosecutor of the International Criminal Court (ICC), Mame Mandiaye Niang, has concluded an official mission to the Republic of Guinea from 20 to 22 April 2026.

This mission forms part of the monitoring of the implementation of the Memorandum of Understanding signed on 28 September 2022 between the Office of the Prosecutor of the ICC and the Republic of Guinea. During this visit, the Deputy Prosecutor met with the country’s senior officials, led by the Prime Minister, Mr Amadou Oury Bah, and the new Minister of Justice and Human Rights, Mr Ibrahima Sory II Tounkara, as well as victims’ associations, CSOs and international partners to discuss the progress of national proceedings relating to the events of 28 September 2009, in particular the status of the appeal proceedings in the main trial and the supplementary cases.

Deputy Prosecutor Niang recalled the major milestone represented by the holding of the 28 September trial and welcomed the firm and renewed commitments of the Guinean authorities to pursue the appeal and related judicial proceedings.

“The continuity of national proceedings is essential to ensure credible, effective, and sustainable justice. This is why the Office of the Prosecutor attaches particular importance to the need to pursue all proceedings related to the events of 28 September with diligence. It is equally crucial that efforts to provide reparations to victims continue by all necessary means, in order to maintain the confidence of those seeking justice.”

“I leave with the assurance that efforts are being made by the national authorities to ensure, with determination, the continuation of the appeal proceedings and progress in related judicial cases, as well as to advance efforts to provide reparations to victims as part of the ongoing administration of justice,” he added.

The Office of the Prosecutor remains fully committed to the effective implementation of the Memorandum of Understanding and to strengthening national capacities in line with its policy of complementarity in Guinea. In this regard, a technical exchange workshop for Guinean magistrates was held in Conakry from 14 to 16 April 2026. Organized by the Office of the Prosecutor with the support of the Trust Fund for Victims and the ICC Registry, in partnership with the Guinean authorities and the United Nations, the workshop enabled experts to share experiences and best practices in the investigation and prosecution of international crimes, the protection of victims and witnesses, and issues related to reparations for victims of such crimes.
