What changed

The Guam AG's March 2026 CR&R Report is a statistical summary of alleged probation and pre-trial release violations filed against individuals under court supervision. The report shows 84 violations across nine judges, with Hon. Vernon P. Perez recording 31 violations, Hon. Alberto C. Lamorena III recording 23, and other judges recording between 1 and 17 violations each. The document tracks new criminal charges including drug possession, theft, burglary, assault, criminal sexual conduct, failure to register as a sex offender, and weapons offenses.

This is an informational report from the AG's office with no binding compliance obligations. It does not create new rules, impose penalties, or establish enforcement policy. Courts, law enforcement, and criminal justice stakeholders may use the data for monitoring purposes. The AG's commentary advocating for elimination of cashless bail and legislative changes reflects policy positions rather than enforceable directives.

“Guam’s Toughest Law Enforcers”

Release from the Eagle’s Nest:

84 - Catch, Release & Re-offend Report

(Thursday, April 9, 2026)

(March 01, 2026 – March 31, 2026)

Guam’s “Catch Release & Re-offend” destructive cycle continues. The

attached report reflects 31 days of violations filed. The attached breakdown shows:

Hon. Vernon P. Perez 31 Alleged Violations Noted in Attached Report

Hon. Alberto C. Lamorena, III 23 Alleged Violations Noted in Attached Report

Hon. Alberto E. Tolentino 17 Alleged Violations Noted in Attached Report

Hon. Maria T. Cenzon 13 Alleged Violations Noted in Attached Report

Hon. Jonathan R. Quan 6 Alleged Violations Noted in Attached Report

Hon. Arthur R. Barcinas 3 Alleged Violations Noted in Attached Report

Hon. John C. Terlaje 1 Alleged Violations Noted in Attached Report

Hon. Sean E. Brown 0 Alleged Violations Noted in Attached Report

Hon. Dana A. Gutierrez 0 Alleged Violations Noted in Attached Report

Hon. Elyze M. Iriarte 0 Alleged Violations Noted in Attached Report

Last month 141 violations. This month 84, a decrease of 57. Within 31 days, 11

defendants were charged with new crimes occurring in March and previous months, compared

with 32 last month a decrease of 21 cases, (Drug Charges, Theft, Burglary, Assault Charges, Criminal

Sexual Conduct, Failure to Register as a Sex Offender, Possession of a Firearm without Identification,

Unauthorized Use of a Motor Vehicle, Attempted Destruction of Evidence, Violation of a Court Order, Reckless

Conduct, DWI, Commission of Felony While on Felony Release, and Possession of a Deadly Weapon in the

Commission of a Felony) arguably creating more crime victims. The Court’s prob. officers file daily

violations against defendants. See www.guamattorneygeneral.org for the “CR&R Radar”

magistrate docs. Detailing the attached report for each defendant. Defendants are innocent until

proven guilty.

These numbers remain deadening unless you become a crime victim. Elimination of

cashless bail, and stopping meth addicts and repeat criminals’ release reduces violations and the

continuing pain and suffering among us. As Chief Law Enforcers my team continues to win jury

trials, now at 88 since taking office + creating programs that keep us safe. Deport Air, 287(g)

teamwork with DHS; a 3Rs Diversion Project exacting good deeds from criminals; and our 10

Point Anti-Crime proposed legislation are just a few ways we fight back. See our website.
