What changed
The Florida Commission on Offender Review filed its 2025-2026 Annual Regulatory Plan, which fulfills statutory reporting requirements under s. 120.74(1)(a)-(c) and (e) Fla. Stat. The document confirms no new Commission-specific legislation was enacted in the 2025 Legislative Session, no rulemaking is expected before July 1, 2026, and no updates to the prior year's plan were needed. The plan provides the complete inventory of existing Commission rules (Chapters 23-20 through 23-25) and establishes the 5-year review schedule required by s. 120.5435 Fla. Stat.
Affected parties include individuals under parole supervision, conditional release, control release, conditional medical release, and addiction recovery supervision overseen by the Commission. While this plan does not itself impose new obligations on supervised individuals or the public, it signals the Commission's ongoing review of operational rules governing parole eligibility determinations, revocation procedures, victim input processes, and supervision program requirements across the five-year period.
