UK Find a Tender Service - Public Procurement Notices Portal
Summary
The UK Find a Tender Service portal provides a central hub for public procurement notices, replacing Tenders Electronic Daily (TED) for UK procurements from 31 December 2020. The page lists the current legislative framework including the Procurement Act 2023 and associated commencement regulations, with different legislation applying to procurements commenced before and from 24 February 2025. The service publishes above-threshold notices covering the full contract lifecycle from pipeline to termination, with below-threshold information available through territory-specific portals including Contracts Finder, Public Contracts Scotland, Sell2Wales, and eSourcing NI.

What changed
The Find a Tender Service portal page provides structured guidance on UK public procurement legislation and procedures. For new procurements from 24 February 2025, the Procurement Act 2023 and supporting regulations apply in England, Wales and Northern Ireland. Procurements commenced before that date remain governed by the Public Contracts Regulations 2015, Concession Contracts Regulations 2016, and Utilities Contracts Regulations 2016. Scotland has separate regulations including the Public Contracts (Scotland) Regulations 2015. Contracting authorities must register as buyers to publish notices, while suppliers must complete registration to access tender opportunities.
Affected parties including contracting authorities, suppliers, and public buyers should note the bifurcated legislative framework. Above-threshold notices (generally over £139,688 including VAT) for new procurements are published on Find a Tender from 24 February 2025. Below-threshold notices and Scottish below-threshold procurement information are managed through separate territory-specific portals. Procurement concerns may be escalated to the Procurement Review Unit (England), CPD's Complaints Procedure (Northern Ireland), Single Point of Enquiry (Scotland), or Supplier Feedback Service (Wales).
