Second Amendment Directions for Small Finance Banks - Financial Statement Disclosures
Summary
The Reserve Bank of India issued Second Amendment Directions (Revised) dated March 30, 2026, modifying the Small Finance Banks – Financial Statements: Presentation and Disclosures Directions, 2025. The amendments delete sub-paragraph 10(5)(ii) and insert new sub-paragraph (iia) providing a detailed framework for reporting Exposure to Capital Markets, including a specific disclosure table. The changes are consequential to the earlier Credit Facilities Amendment Directions issued the same date.
What changed
The RBI has amended the Small Finance Banks financial statement disclosure directions by deleting sub-paragraph 10(5)(ii) and inserting a new sub-paragraph (iia) titled 'Exposure to Capital Markets.' The new provision establishes a comprehensive reporting table requiring Small Finance Banks to disclose capital market exposures across multiple categories including direct equity investments, advances to individuals for share investments, underwriting commitments, financing to mutual fund schemes, and trade exposures as clearing members. The table includes columns for Current Year and Previous Year figures with specified line items.
Small Finance Banks should review the new capital market exposure disclosure requirements and update their financial statement preparation processes accordingly. The revised amendments take effect from the date a bank decides to implement them. Banks should ensure compliance officers coordinate with financial reporting teams to implement the modified disclosure framework for the Exposure to Capital Markets table as specified in the revised directions.
What to do next
- Review the new sub-paragraph (iia) on Exposure to Capital Markets disclosure requirements
- Update financial statement templates to include the revised capital market exposure reporting table with Current Year and Previous Year columns
- Align capital market exposure calculations with the Concentration Risk Management Directions, 2025 and Credit Facilities Directions, 2025
