PSN09 Notice on Specified Matters and Forms for Payment Service Providers

The Monetary Authority of Singapore (MAS) has updated its PSN09 Notice, which will be effective from March 28, 2026. This amended notice specifies regulatory forms and administrative requirements for entities operating within the payment services sector, including designated payment system operators, settlement institutions, standard and major payment institutions, and money-changing licensees.

Payment service providers and related entities must review the updated PSN09 Notice to ensure compliance with the specified forms and administrative procedures by the effective date. Failure to adhere to these requirements may result in regulatory scrutiny or penalties. The MAS has provided a tracked changes version of the notice for easier identification of amendments.
