What changed

FINTRAC announced on March 26, 2026, that it has imposed an administrative monetary penalty of $91,162.50 on Northern Isga Foundation. The penalty, issued on March 2, 2026, stems from a compliance examination that found violations related to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act and its associated Regulations. Specifically, the foundation failed to develop and apply updated written compliance policies, assess and document risk, maintain a written ongoing compliance training program, and conduct and document bi-annual reviews of its compliance program.

This enforcement action highlights the critical importance of robust compliance programs for entities in the casino sector. Northern Isga Foundation, as a reporting entity, must address these deficiencies to avoid further penalties. The penalty serves as a clear signal that FINTRAC is actively enforcing its mandate to protect Canada's economy from illicit financial activities, and businesses must adhere to their regulatory obligations.
