The Construction Industries Division will convene a public hearing for the amendments to the New Mexico Administrative Code to 14.6.4 NMAC – Journeyman Certification, 14.6.5 NMAC – Inspectors, and 14.6.6 NMAC – Classifications and Scopes. This hearing will also seek comment on the repeal and replacement to the New Mexico Administrative Code of 14.8.2 NMAC – 2021 New Mexico Plumbing Code, 14.8.3 NMAC – 2012 New Mexico Swimming Pool, Spa and Hot Tub code, 14.9.2 NMAC – 2021 New Mexico Mechanical code, 14.9.4 NMAC -Boilers. This hearing will also hear comment on the repeal of 14.9.5 NMAC – Medical Gas and Vacuum System Installation and Professional Qualifications Standards. In addition, this hearing will review the adoption of 14.8.4 NMAC – New Mexico Gas Code. The hearing will be held before a hearing officer, at which time any interested person is invited to submit data, views, or arguments on the proposed changes, either orally or in writing, and to examine witnesses testifying at the hearing. The hearing is scheduled for Tuesday April 21, 2026.
The purpose of this public rule hearing is to receive public comments regarding the amendments to NMAC 14.6.4 Journeyman Certification, 14.6.5 NMAC – Inspectors, 14.6.6 NMAC – Classifications and the repeal and replacement of NMAC 14.8.2 NMAC – 2021 New Mexico Plumbing Code, 14.8.3 NMAC – 2012 New Mexico Swimming Pool, Spa and Hot Tub code, 14.8.4 NMAC – New Mexico Medical Gas Code, 14.9.2 NMAC – 2021 New Mexico Mechanical code, 14.9.4 NMAC – Boilers, and 14.9.5 NMAC – Medical Gas and Vacuum System Installation and Professional Qualifications Standards.
The statutory authority for this rulemaking is found in the New Mexico Construction Industries Act, Subsection F of Section 60-13-9, 60-13-33, 60-13-44, 60-13-45, 60-13-46 and 60-13-47 NMSA 1978.
The hearing is scheduled as follows:
An in-person hearing shall be held on Tuesday, April 21st, 2026, at the Regulation and Licensing Department, 5500 San Antonio Dr, Albuquerque NM, Sandia Conference room, starting at 9:30 a.m. The hearing will remain open until 10:00 a.m. or until participants have an opportunity to make public comments, whichever is longer.

Public comments will be posted on the division’s website (https://www.rld.nm.gov/construction-industries/). Written comments may also be received by the Commission at the in-person hearing until the hearing is closed. All public comments received shall be admitted into the record during the public hearing.
