The forum takes place in the context of the European Frontier AI Initiative that aims to enhance competitiveness, sovereignty and security of the European Union in trustworthy frontier AI.
The forum brings together Europe’s actors in the field of frontier AI, in particular European AI developers, investors and industrial actors, and other frontier AI experts. It is intended for senior-level participants.
The forum will map existing efforts in frontier AI, and address challenges, bottlenecks and identify opportunities for Europe’s competitiveness, sovereignty and security in frontier AI. Participants will have the opportunity to present their ideas and engage with other participating actors, shaping the future of the Frontier AI Initiative.
The first meeting of the expert forum will take place online on 23 April 2026, from 13:30 until 18:00 CET. Applicants eligible to participate in the forum will be notified in advance.
Express your interest and submit written statements
You can express your interest via this application form until 12 March, 18:00 CET. Interested European AI developers, investors and industrial actors, and other frontier AI experts are asked to provide relevant evidence to demonstrate they fulfil the respective eligibility requirements.
All interested stakeholders are invited to submit written statements via the application form. These statements should include their assessments and recommendations on how the Frontier AI Initiative can best achieve its objectives - specifically enhancing Europe's competitiveness, sovereignty and security in frontier AI.
Applicants eligible to participate will be notified at least 14 calendar days in advance of the expert forum on 23 April 2026 and may be invited to take part in subsequent exchanges.
The discussions in the expert forum will be held under the Chatham House Rule. To ensure transparency of the proceedings, the AI Office will ensure that key insights of the expert forum and updates about the Frontier AI Initiative are published.
The Frontier AI Initiative and the expert forum
The European Frontier AI Initiative was announced in the Apply AI Strategy in October 2025 and launched at the Summit on European Digital Sovereignty in Berlin in November 2025. This expert forum, held as part of the initiative, aims to foster a strategic understanding of how the initiative can best achieve its objectives.
So far, the Commission has launched several actions with relevance to frontier AI, including:
- the **** Grand Challenge initiative to foster the creation of sovereign, large-scale European AI models
- the open call for a Pilot of the “Science for AI” Pillar of RAISE, supporting fundamental research to push the technological frontiers of AI drive scientific breakthroughs
- large-scale AI computing infrastructure in AI factories and Gigafactories The Commission will launch additional strategic actions closely guided by the needs of European actors and expert recommendations.
