What changed
The first constitutive meeting of the signatories to the General-Purpose AI (GPAI) Code of Practice took place on January 30, 2026, resulting in the establishment of the Signatory Taskforce. This taskforce is designed to facilitate exchanges between signatories regarding the implementation of the GPAI Code of Practice. Its activities may include providing input on guidance documents, exchanging views on technological developments, gathering insights, and serving as a forum for research and expert input, all while adhering to public transparency and EU competition law.
This development is primarily an internal coordination mechanism for signatories and does not impose new direct obligations on regulated entities at this stage. Compliance officers should note the formation of this taskforce as a step towards practical implementation of the AI Code of Practice. While the taskforce can provide input on guidance, the AI Office retains responsibility for public consultations. No specific compliance deadlines or penalties are associated with this notice.
Source document (simplified)
Signatories to the GPAI Code of Practice met on Friday 30 January to establish a Taskforce to exchange on Code implementation.
On January 30, 2026, the signatories to the general-purpose AI (GPAI) Code of Practice held their first, constitutive meeting, establishing the Signatory Taskforce of the General-Purpose AI Code of Practice. It facilitates exchanges between signatories to implement the code, when relevant. It can provide input on guidance documents, without prejudice to the AI Office’s required public consultations.
The taskforce may also facilitate the exchange of views on technological developments and gather insights from, as well as provide updates to, relevant third-party stakeholders. The taskforce can also serve as a forum to seek and discuss research, independent expert input, and up-to-date evidence relevant to the code’s commitments or measures.
The AI Office presented the taskforce's logistics, stressing the importance of ensuring public transparency and respect of EU competition law in the activities of the taskforce.
The signatories discussed and adopted the rules of procedure (PDF) by consensus, which will guide the taskforce’s interactions. Different views were expressed as regards the majority threshold for inviting external experts (simple majority, two-thirds, unanimity). The potential for future ad hoc groups was also discussed, e.g., on open-source matters.
Finally, the Signatories raised potential future discussion topics for the taskforce (not yet finalised) to be addressed in follow-up meetings.
