This contract provides events and logistics management services to support delivery of the UK Health Security Agency’s International Health Regulations Strengthening Project (IHR‑SP) across Africa. IHR‑SP is a DHSC‑funded Official Development Assistance (ODA) programme that has operated since 2018, working with partner governments to strengthen their capacity to prevent, detect, and respond to public health threats in line with the WHO International Health Regulations (2005).
In collaboration with national public health institutes in Ethiopia, Nigeria, Zambia, Pakistan, the Eastern Mediterranean and Indo‑Pacific regions, the project delivers technical support in disease surveillance, biosafety and laboratory systems, emergency preparedness and response, chemical incident management, and workforce development.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

In addition to the contract length extending, the contract value has been increased to reflect increased programme delivery and additional activities planned for FY2025/26 and FY2026/27, ensuring continuity of logistics, events, and operational support across all four geographies. These uplifts do not represent supplier cost increases; rather, they align the contract value with updated programme delivery requirements.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The uplift is permissible under Regulation 72(1)(b) PCR 2015, as engaging a new supplier would not be operationally or commercially viable within the IHR-SP context. AFENET was competitively procured and has the established infrastructure, partnerships, and delivery capacity necessary to ensure continuity and cost-effective implementation.

This ensures continuity of service, maintains value for money, and adheres to procurement regulations.
