USITC Continues Investigations on Van-Type Trailers from Canada, China, Mexico
Summary
The USITC has voted to continue investigations into van-type trailers and subassemblies from Canada, China, and Mexico. This decision indicates a reasonable indication of material injury to the U.S. industry due to alleged less-than-fair-value sales and government subsidies. The Department of Commerce will now proceed with its investigations.
What changed
The U.S. International Trade Commission (USITC) has determined there is a reasonable indication that a U.S. industry is materially injured by imports of van-type trailers and subassemblies from Canada, China, and Mexico, which are allegedly sold at less than fair value and subsidized. This affirmative determination means the U.S. Department of Commerce will continue its parallel investigations into these alleged trade violations. The relevant investigation numbers are 701-TA-780-782 and 731-TA-1767-1769.
This development signifies a substantive step in the trade remedy process, potentially leading to the imposition of anti-dumping and countervailing duties if the Department of Commerce finds violations. Importers and domestic manufacturers of these products should monitor the progress of the Department of Commerce's investigations, which will inform subsequent actions. The USITC's public report detailing the findings will be available by March 19, 2026.
What to do next
- Monitor Department of Commerce investigations into van-type trailers and subassemblies from Canada, China, and Mexico.
- Review USITC's public report on the investigations when available by March 19, 2026.

The U.S. International Trade Commission (Commission or USITC) today determined there is a reasonable indication that a U.S. industry is materially injured due to imports of van-type trailers and subassemblies from Canada, China, and Mexico that are allegedly sold in the United States at less than fair value and subsidized by the governments of Canada, China, and Mexico.
Chair Amy A. Karpel and Commissioners David S. Johanson and Jason E. Kearns voted in the affirmative.
As a result of the Commission’s affirmative determinations, the U.S. Department of Commerce will continue its investigations of imports of van-type trailers and subassemblies from Canada, China, and Mexico.
The Commission’s public report, Van-Type Trailers and Subassemblies from Canada, China, and Mexico (Inv. Nos. 701-TA-780-782 and 731-TA-1767-1769 (Preliminary), USITC Publication 5704, February 2026), will contain the views of the Commission and information developed during the investigations.
The report will be available by March 19, 2026; when available, it may be accessed on the USITC website.
