Definitive Anti-Dumping Duty on Engine Oils and Hydraulic Fluids from Lithuania and UAE
Summary
The UK Secretary of State for Business and Trade has imposed a definitive anti-dumping duty on certain engine oils and hydraulic fluids originating from Lithuania and the United Arab Emirates. This action follows a recommendation from the Trade Remedies Authority and aims to address unfair trade practices.
What changed
The UK Secretary of State for Business and Trade has officially implemented a definitive anti-dumping duty on specific engine oils and hydraulic fluids imported from Lithuania and the United Arab Emirates (UAE). This measure, enacted under the Taxation (Cross-border Trade) Act 2018, follows a recommendation from the Trade Remedies Authority (TRA) and is detailed in Trade Remedies Notice 2025/23. An update on January 7, 2026, added an additional code (8A42) for goods not subject to the duty.
This definitive duty imposes new costs on importers and potentially affects the pricing and availability of these products within the UK. Companies involved in the import, distribution, or use of these specific engine oils and hydraulic fluids must ensure compliance with the new duty rates. Importers should review the detailed product descriptions and HS codes to determine applicability and adjust their pricing and supply chain strategies accordingly. Failure to comply could result in penalties or seizure of goods.
What to do next
- Review Trade Remedies Notice 2025/23 for specific product classifications and duty rates.
- Update import documentation and customs declarations to reflect the definitive anti-dumping duty.
- Assess the impact of the duty on supply chain costs and product pricing.
