During the 65th BEREC plenary meeting (4-5 December 2025), the Board of Regulators has approved the draft BEREC Report on Switching and Termination of contracts (BoR (25) 183) for public consultation.
Background
During the joint BEREC-BEUC workshop held in November 2022, stakeholders discussed the real-world challenges end users face when switching providers or terminating existing contracts. Participants highlighted several recurring issues, such as unexpected service interruptions, delays in the switching process, lack of compensation for lost service, and complexities linked to switching bundled offers, that can undermine the user experience and weaken competition.
With the report, BEREC aims to identify which challenges persist across Member States and which national solutions have proven most successful. Therefore, the draft report focuses on how Member States are implementing Article 106 EECC.
The report is structured into three main sections:
- Section 1: examines the switching and porting processes, including their implementation and all the actions required for completing those processes.
- Section 2: considers the main disincentives and challenges identified in relation to the switching/porting procedures and terminating contracts.
- Section 3: addresses the specific end users' rights in the context of the switching and porting process.
Submit your contributions
Interested parties are kindly requested to submit their contributions, preferably per chapter, via the EU survey by 30 January 2026, 17:00 CET.
A supporting document (up to 1 MB) may also be uploaded at the end of the survey.
Contributions should preferably be submitted in English.
We strongly encourage stakeholders to submit their contributions as early as possible. Contributions received after the above-mentioned deadline will not be taken into account.
