Colorado Bill Increases DRIVES Account Funding
Summary
Colorado Bill HB26-1102 proposes to increase funding for the Colorado DRIVES vehicle services account by redirecting portions of late vehicle registration fees and introducing new fees for missed appointments. These changes are set to take effect at various points between July 2026 and July 2027.
What changed
Colorado Bill HB26-1102, introduced on February 3, 2026, aims to increase revenue directed to the Colorado DRIVES vehicle services account. Key provisions include redirecting $2 of each late vehicle registration fee starting July 1, 2027, authorizing a new fee for missed or late-canceled driver's license appointments beginning August 12, 2026, and redirecting fees for special vehicle registrations to the DRIVES account from July 1, 2026, with a portion still remitted to county general funds.
This bill will impact state agencies responsible for vehicle registration and driver's licensing, as well as vehicle owners in Colorado. Regulated entities, specifically the Department of Revenue, will need to implement the new fee structures and redirection of funds according to the specified dates. While the bill is currently under consideration, its passage would necessitate adjustments to revenue collection and allocation processes within the state's transportation and motor vehicle systems.
What to do next
- Review Colorado Bill HB26-1102 for potential impact on state revenue collection and allocation.
- Monitor the bill's progress through the Colorado legislative process.
- Prepare for implementation of new fee structures and fund redirections if the bill is enacted.
