Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ''Aviation Supply Chain 4 Safety and Security Digitization Act of 2025''. 5

SEC. 2. INTEGRITY OF AEROSPACE PARTS DOCUMENTA-6 TION. 7

.--The Comptroller General of the United 8(a) STUDY States shall conduct a study on the impediments to the 9 use of digital documentation and verification in the avia-10 tion supply chain to aid in identifying falsified documenta-11 tion and counterfeit parts. 12 .--In conducting the study under sub-13(b) CONTENTS section (a), the Comptroller General shall evaluate the 14 challenges of-- 15 (1) manufacturers, repairs stations, air carriers, 16 aircraft lessors, aircraft brokers, parts brokers, and 17 other supply chain participants to adopting the use 18 of digital authorized release certificates, including 19 FAA Form 8130-3; 20 (2) the aviation industry in utilizing digital 21 verification and authentication tools; 22 (3) establishing standardized documentation in 23 the aviation industry; and 24

(4) transitioning the Federal Aviation Adminis-1 tration from-- 2 (A) legacy paper-based records to digital 3 documentation; and 4 (B) physical to digital signatures. 5 .-- 6(c) REPORT .--Not later than 1 year after 7(1) I N GENERAL the date of enactment of this Act, the Comptroller 8 General shall submit to the Committee on Transpor-9 tation and Infrastructure of the House of Represent-10 atives and the Committee on Commerce, Science, 11 and Transportation of the Senate a report con-12 taining the results of the study conducted under 13 subsection (a). 14 .--The Comptroller 15(2) R ECOMMENDATIONS General shall include in the report submitted under 16 paragraph (1)-- 17 (A) recommendations on-- 18 (i) ways to encourage each organiza-19 tion in the aviation industry, regardless of 20 the size of such organization, to adopt the 21 use of digital forms and authentication 22 tools; and 23
