Summary

Colorado Attorney General Phil Weiser announced a settlement with Credence Resource Management, LLC (CRM) for deceptive debt collection practices. CRM will pay $43,500 and cease unlawful practices, including misrepresenting communication origins and excessive call frequency.

What changed

The Colorado Attorney General's office has reached a settlement with Credence Resource Management, LLC (CRM), a Texas-based debt collection company, resolving allegations of deceptive and unlawful collection practices targeting Colorado consumers. The settlement addresses CRM's practice of sending letters that appeared to originate from the medical provider (Falck Rocky Mountain, Inc.) rather than a debt collector, and making excessive collection calls exceeding state legal limits. CRM allegedly sent over 1,100 misleading letters to more than 500 consumers and engaged in repeated collection calls.

Under the terms of the settlement, CRM must cease these deceptive practices and will pay $43,500 to the Attorney General's office. This action serves as a reminder to debt collectors of the importance of transparency and adherence to state laws regarding communication frequency and disclosure. Regulated entities should review their collection practices to ensure compliance with similar state-specific regulations to avoid penalties and enforcement actions.

What to do next

  1. Review debt collection communication practices for compliance with state laws regarding disclosure and call frequency.
  2. Ensure all collection letters clearly identify the sender as a debt collector and do not misrepresent the origin of communication.
  3. Verify adherence to state-specific limits on the number of collection calls within a given period.

$43,500 paid to the attorney general's office

Attorney General Phil Weiser announces settlement with Texas-based debt collection company for using deceptive collection practices

March 6, 2026 (DENVER) – Attorney General Phil Weiser today announced a settlement with Credence Resource Management, LLC (CRM), resolving allegations that the company engaged in deceptive and unlawful debt collection practices affecting Colorado consumers.

This settlement comes after an investigation by the Colorado Department of Law found that CRM sent letters to consumers that appeared to come directly from Falck Rocky Mountain, Inc., an ambulance and medical transportation provider, rather than from a debt collector. CRM failed to clearly disclose its identity in communications and made repeated collection calls to Colorado consumers in excess of limits set by state law.

“Colorado law requires debt collectors to be transparent and truthful in their communications with consumers,” said Attorney General Weiser. “When companies misrepresent who is contacting a consumer or engage in harassing call patterns, they undermine consumer trust and violate the law. This settlement ensures greater accountability and stronger compliance going forward.”

According to the settlement, CRM, after sending notices in its own name, allegedly sent more than 1,100 letters to over 500 Colorado consumers on behalf of Falck that listed Falck’s name and a mailing address that did not belong to Falck, but instead was associated with CRM. This gave the misleading impression that the communications were directly from the medical provider rather than a debt collector. The settlement also alleges multiple instances where CRM called consumers more than seven times in a seven-day period.

Under the settlement (PDF), CRM will cease their allegedly deceptive and unlawful practices. CRM also will pay $43,500 to the attorney general’s office.

Consumers who believe they are victims of unfair debt collection can file a complaint with the Colorado Attorney General.
