Proposed Transmission Line Rebuild in Erie and Wyoming Counties Virtual Public Statement Hearing Set

ALBANY — The New York State Public Service Commission (Commission) will hold a virtual public statement hearing on Tuesday, February 24, 2026, regarding an application filed on August 8, 2025, by New York State Electric & Gas Corporation (NYSEG) pursuant to Public Service Law  Article VII (Application) for a Certificate of Environmental Compatibility and Public Need seeking to rebuild the existing 230-kilovolt transmission line that runs from the Stolle Road Substation in the Town of Elma to the High Sheldon Substation in the Town of Sheldon, a distance of approximately 11 miles. The project traverses the Towns of Elma, Marilla, and Wales in Erie County and the Town of Sheldon in Wyoming County.

The project will be rebuilt partially within the existing 225-foot to 500-foot right-of-way (ROW) and partially within a new ROW. NYSEG proposes to expand the existing ROW by 90 feet in certain areas, primarily offset to the northeast of the centerline of the existing transmission line. Full location details of the project can be found in Exhibit 2 of the Application.

Under New York State Law, the Commission may adopt or reject NYSEG’s Application, in whole or in part, or modify it. In doing so, the Commission will consider input from those participating in this proceeding and the public.

Any person wishing to provide a public statement on the record during the virtual public statement hearing must register to do so by 4:30 p.m. on Monday, February 23, 2026, in accordance with the instructions set forth below.

To register and provide a statement electronically:

Participants who would like to provide a statement and will log in to the hearing electronically must register by the date and time indicated above by visiting https://dps.ny.gov/calendar, where they should (1) click on the “View DPS Calendar Listings” option, (2) scroll to and click on the NYSEG Erie-Wyoming Art VII Public Statement Hearing on February 24, 2026, (3) click the “Register” button, and (4) provide all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the event.

When logging in to participate in the hearing on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants select “call me” or “call using computer.” The “call me” option will require participants to enter their phone number.

To register and provide a statement by phone:

Any participant who is not able to log in to the virtual hearing electronically may participate by phone. Call-in participants wishing to make a statement at the hearing must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing their first name and last name, address, and phone number.

On the date and time of the hearing, dial 1-929-251-9612 and enter the access code and phone-in password, listed above.

To listen to the hearing without making a statement:

Any interested person may listen to the hearing by calling 1-929-251-9612 and entering the access code and phone-in password listed above.

All participants will be muted upon entry into the hearing. Each person who registered to speak will be called upon to make a statement. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments have been made. Reasonable time limits may be set for each speaker as necessary to afford the speakers an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made and posted to the Department of Public Service’s (Department) website.

For those who cannot attend or prefer not to speak at the public statement hearing, there are several other ways to provide your comments. Comments should refer to “Case 25-T-0470” and must be received no later than March 31, 2026. Comments received after the deadline may not be considered by the Commission.

Internet or Mail: Go to www.dps.ny.gov, click on “File Search” (located under the heading “Commission Files”), enter “25-T-0470” in the “Search by Case Number” box, and then click on “Post Comments” at the top of the page.

Alternatively, comments may be mailed to the Hon. Michelle L. Phillips, Secretary, Public Service Commission, Three Empire State Plaza, Albany, New York, 12223-1350; however, electronic filing of comments is strongly encouraged.

Written comments submitted in accordance with this Notice will be posted on the Department’s website and may be accessed by searching the case number, as described above, and clicking on the “Public Comments” tab. However, as noted above, untimely comments may not be considered by the Commission.
