California Board of Pharmacy Updates on SCRA, AB 1503, and Nonresident Pharmacies
Summary
The California Board of Pharmacy issued a news roundup detailing updates on the Servicemembers Civil Relief Act (SCRA), Assembly Bill 1503 impacting pharmacist practice, and new requirements for nonresident pharmacies. Key changes include the transition of certain pharmacist-provided patient care services to a standard of care model and new PIC designation rules for out-of-state pharmacies operating in California.
What changed
The California Board of Pharmacy has issued a notice detailing several regulatory updates. These include clarifications on the Servicemembers Civil Relief Act (SCRA) allowing out-of-state licensed servicemembers and their spouses to practice in California, and the implementation of Assembly Bill (AB) 1503. AB 1503 transitions certain pharmacist-provided patient care services, including vaccine administration and independent initiation of vaccines for individuals aged three and older, to a standard of care practice model, effective January 1, 2026. It also reinforces the decision-making autonomy of the Pharmacist-in-Charge (PIC) regarding staffing.
Furthermore, new requirements are being introduced for nonresident pharmacies that ship medications into California. Effective July 1, 2026, these pharmacies must designate a California-licensed pharmacist to serve as the PIC for their California operations and submit this designation to the Board within 90 days of the designation. The designated PIC must be fully authorized to ensure operational compliance. Compliance officers should review these updates to ensure adherence to the new practice models and nonresident pharmacy requirements.
What to do next
- Review updated guidance on SCRA provisions for practicing in California.
- Familiarize with AB 1503 changes transitioning patient care services to a standard of care model.
- Ensure nonresident pharmacies designate a California-licensed PIC and submit designation by October 1, 2026 (90 days after July 1, 2026).
