California Board of Pharmacy Updates and AB 1503 Changes
Summary
The California Board of Pharmacy is updating its regulations effective January 1, 2026, due to Assembly Bill 1503. Key changes include a transition to a Standard of Care practice model for certain pharmacist-provided services and new requirements for nonresident pharmacies operating in California, effective July 1, 2026.
What changed
The California State Board of Pharmacy has issued updates, primarily driven by Assembly Bill (AB) 1503, which will take effect on January 1, 2026. These changes transition certain pharmacist-provided patient care services, including vaccine administration and initiation, to a Standard of Care practice model. Additionally, AB 1503 reinforces the decision-making autonomy of the Pharmacist-in-Charge (PIC) regarding staffing. Separate from AB 1503, new requirements for nonresident pharmacies that dispense into California will become effective on July 1, 2026.
Nonresident pharmacies must now identify and designate a California-licensed PIC for their California operations, submitting this information to the Board within 90 days of designation. This PIC must be authorized to ensure compliance with California laws, including dispensing, recordkeeping, and staffing. They must also complete Board-provided PIC training. Nonresident pharmacies must also update the Board within 90 days of any PIC change. Schools are also authorized to stock unassigned albuterol and epinephrine for emergency use under statewide standing orders from the CDPH. Compliance with these new requirements is critical to avoid potential regulatory action.
What to do next
- Nonresident pharmacies must designate a California-licensed PIC and submit their information to the Board by October 1, 2026 (90 days after July 1, 2026).
- Ensure designated PICs complete required Board-provided training.
- Review and update internal policies and procedures to align with the Standard of Care practice model for pharmacist-provided services effective January 1, 2026.
