What changed
The Single Resolution Board (SRB) is hosting a technical meeting on March 3, 2026, to provide clarifications on its Operational Guidance for Business Reorganisation Plan Analysis Reports and the accompanying quantitative template. This guidance, which is currently open for public consultation, aims to operationalize the SRM Vision 2028 and reinforce resolution readiness for banks, aligning with the SRB's Expectations for Banks. The guidance refines existing requirements rather than introducing new ones, and a quantitative template is provided to ensure consistency.
Regulated entities, specifically banks, are encouraged to familiarize themselves with the consultation documents prior to the meeting. While the meeting offers clarifications, it does not substitute written responses to the consultation. Questions for the meeting must be submitted by February 27, 2025, to SRB-BRP@srb.europa.eu. On 3 March 2026, from 10:00 to 12:00, the Single Resolution Board (SRB) invites you to a technical meeting focused on Business Reorganisation Plan Analysis Report s.
Building on the SRM Vision 2028, which marks a strategic shift from planning to operationalisation, testing, and crisis preparedness, the Single Resolution Board (SRB) has developed the Operational Guidance on Business Reorganisation Plan Analysis Reports currently open for public consultation. This guidance reflects lessons learned from past engagements and aligns with Principle 7.3 of the SRB’s Expectations for Banks (EfB), reinforcing resolution readiness for a credible and executable bail-in implementation.
The guidance does not introduce new expectations, but refines existing requirements, compiling them into a single, structured document. A quantitative template complements the guidance, supporting consistency and comparability.
The purpose of this technical meeting is to provide clarifications on the operational guidance on the Business Reorganisation Plan Analysis Reports and the Business Reorganisation Plan Analysis Reports quantitative template where necessary before the closing of the public consultation.
Please note that the SRB will prioritise questions that will have been submitted in advance of the meeting to SRB-BRP [a] srb.europa.eu (SRB-BRP[at]srb[dot]europa[dot]eu) by 27 February 2025 at the latest.
Participants are expected to get familiar with the documents under the consultation before the meeting. This meeting does not replace written responses to the consultation.
You are invited to share this invitation within the banking industry and with other relevant stakeholders.
