What changed

The FCC Enforcement Bureau's Investigations and Hearings Division issued a debarment notice against Moshe Schwartz, prohibiting his participation in the E-Rate program (federal schools and libraries universal service support mechanism) and all other federal universal service support mechanisms for a period of three years. The debarment is based on 47 CFR 54.8 and is documented in debarment letter DA 26-263, released April 2, 2026.

Schools, libraries, and telecommunications providers participating in E-Rate or universal service programs should verify that Moshe Schwartz is not involved in any applications or contracts. Organizations should review their internal procedures to ensure compliance with debarment requirements and update any relevant exclusion or vendor screening processes. The debarment takes effect immediately and continues through 2029.
