Illinois Executive Order Reorganizing Youth Services Program

Illinois Governor JB Pritzker has issued Executive Order 2026-02, which reorganizes state government by transferring the Comprehensive Community-Based Youth Services (CCBYS) program. Effective July 1, 2026, all powers, duties, rights, and responsibilities associated with CCBYS will move from the Illinois Department of Human Services (IDHS) to the Illinois Department of Children and Family Services (DCFS). This structural change is intended to integrate overlapping youth service functions within the same agency, reduce administrative redundancy between IDHS and DCFS, and enhance coordination with DCFS's broader community-based support programs aimed at family stabilization and preventing child entry into the state's custody system.

This executive order mandates the transfer of all associated personnel, records, property, contracts, and obligations. Existing rules and regulations related to CCBYS under IDHS will continue to apply to DCFS until revised. The order also clarifies that the transfer does not affect prior actions or ongoing proceedings related to CCBYS. Regulated entities and individuals who previously reported to or contracted with IDHS for CCBYS services will now interact with DCFS. The state legislature has 60 days from the filing date to reject the order; otherwise, it becomes effective as stated. No specific compliance deadlines are imposed on external parties beyond the effective date of the transfer.
