Smoking articles, namely, ashtrays, electronic cigarettes, oral vaporizers sold empty, lighters, and rolling trays; Disposable personal oral vaporizers for smoking purposes sold empty; all of the foregoing exclusively for use with cannabis products solely derived from hemp with a delta-9-tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis; Non-tobacco herbal cigarettes, pre-packaged smokeable hemp flower, dried hemp flower for smoking, pre-rolled hemp cigars, pre-rolled hemp cigarettes, flavorings, other than essential oils, for use in electronic cigarettes and disposable personal oral vaporizers for smoking purposes sold filled with vegetable glycerin; all of the foregoing derived from hemp with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis
