smoker's articles, namely, cigarette rolling papers, matches, lighters, oral vaporizers sold empty for smoking purposes, smoking pipes sold empty, electronic smoking pipes sold empty; none of the foregoing goods containing or for use with cannabis with a delta-9 tetrahydrocannabinol (THC) concentration of more than 0.3 percent on a dry weight basis; clothing, namely, shirts, pants, jackets, sweaters, sweatshirts, sweatpants, footwear, socks, scarves, headwear, gloves, underwear, bathing suits; herbal tinctures for medical purposes; nutritional supplements; dietary supplements; medicinal herb extracts; none of the foregoing containing cannabidiol or delta-9 tetrahydrocannabinol, and none of the foregoing goods containing cannabis with a delta-9 tetrahydrocannabinol (THC) concentration of more than 0.3 percent on a dry weight basis
