The method includes: A terminal determines predicted values of first-type measurement quantities of a plurality of cells at at least one time point in a first time period, where the plurality of cells include a serving cell and a candidate cell; and if the predicted values of the first-type measurement quantities of the plurality of cells at the at least one time point satisfy a reporting condition, sends measurement report information to a network device.
